Kameron Loe (2-2) allowed a leadoff single to Billy Butler, walked Eric Hosmer then Jeff Francoeur singled to load the bases. Jose Veras was called on, but Moustakas' patience at the plate scored Butler with the winning run.
Tim Collins (3-0) threw a scoreless relief inning for the win.
Alcides Escobar hit a game-tying two-run triple in the ninth for the Royals, who have taken the first two in the set following a four-game losing streak.
"It's the stuff we needed. It really starts with Escobar hitting that triple that tied the game," noted Moustakas. "That's where we won that ballgame."
Starter Jonathan Sanchez, who was activated from the 15-day disabled list, scattered seven hits and one run over five innings.
Ryan Braun and Aramis Ramirez drove in a run each for the Brewers, who have dropped three of four.
Randy Wolf took the hill for Milwaukee, going seven innings and limiting the hosts to six hits and one run.
Butler's first-inning groundout plated Alex Gordon, who hit a leadoff double.
Edwin Maysonet reached on a dribbler to the mound with one out in the third, moved up on Norichika Aoki's sac bunt, moved to third on a Carlos Gomez bunt single and tied the game on a Ramirez infield hit.
The visitors jumped on top in the seventh. Maysonet hit a leadoff single, moved to second on Aoki's sacrifice bunt, stole third and crossed the plate on a Braun single to center.
KC struck back against John Axford in the ninth, tying the game on Escobar's two-out, two-run triple to the gap in left center.
"It just sucks right now that it is now June and it's happening," said Axford. "We're still in the thick of things. String together some wins and we'll be back in contention here in the Central, so right now it's honestly kind of embarrassing."
