Oakland's skid swelled to eight games in Tuesday's middle test of this set, when Adam Jones went 3-for-4 with a solo home run and Chris Jakubauskas tossed five scoreless innings to lead the Orioles to a 4-0 win.
Jakubauskas got the win in a spot start, holding the A's to only three hits while striking out five and walking one.
Luke Scott and J.J. Hardy also hit solo homers for the Orioles, who have won four of their last six. Koji Uehara tossed a perfect ninth to close out the win for Baltimore.
Oakland's Kurt Suzuki went 1-for-4 with a double, while Josh Willingham and Ryan Sweeney both collected one hit for the A's.
A's hurler Guillermo Moscoso (2-2) threw five innings in defeat, giving up two runs on five hits while fanning two and walking one.
Outman, a 26-year-old from St. Louis, was a 10th-round draft choice of the Philadelphia Phillies in 2005 but ultimately made his big-league debut with Oakland in 2008.
He appeared in 14 games in 2009 with the Athletics and returned to the majors this year with a seven-inning stint against the Los Angeles Angels of Anaheim on May 23.
Outman tossed six innings of two-run ball five days later, beating the Orioles for his sixth career victory.
In three overall starts this season, he's allowed 16 hits and seven earned runs in 15 2/3 innings, while opposing batters have been held to a .267 average.
Baltimore turns to 23-year-old rookie southpaw Zach Britton, who'll start for the 13th time this season and the second time against the Athletics.
In his first matchup with the A's, Britton allowed a season-high 10 hits and six runs in 5 2/3 innings of a 6-4 loss in Oakland on May 29.
The loss was the second of three in a row for the former third-round draft choice, who was 5-1 after defeating the Chicago White Sox on May 1 but is winless in six starts since.
Britton's earned run average, which was 2.63 after the Chicago win, has since ballooned to 3.33 through 75 2/3 innings.
Oakland swept a three-game set from the O's earlier in the year and is 20-6 in the series since the start of the 2008 campaign.
