Els birdied his final hole at Royale Jakarta Golf Club to wrap up a final- round 68 and end alone in second place.
Kataoka, of Japan, was undone by a pair of bogeys and carded a 70 -- good for a solo third finish at 13-under.
Thailand's Thongchai Jaidee (69) took fourth place at minus-10, while Angelo Que (70), Ryan McCarthy (70) and Joong kyung Mo (71) tied for fifth at 8- under.
Wiesberger was even through seven holes Sunday before picking up back-to-back birdies starting at No. 8. Starting in the same group as the eventual victor, Els played his outward nine at 1-under, while Kataoka was even on the day at the turn.
Both Wiesberger and Els eagled the par-5 12th, and the former struck the decisive blow with a birdie on No. 16, which proved vital when the reigning Open champion birdied the last to finish a stroke back.
