Terms were not disclosed.
The 6-11, 230-pound Padgett averaged 11.2 points and 4.8 rebounds in 26 games with Louisville in his senior season after transferring from Kansas.
Meanwhile, Richards is most known for his role in Davidson's improbable run to the regional finals in the NCAA Tournament last season. The 6-2, 210-pound point guard averaged 12.7 points and 8.1 assists in 36 games and finished tops in Division I with 293 assists.
