Baldwin, 40, is one the more desired coaches on the FCS level, having led Eastern Washington to the 2010 national title and into the semifinals this season. He has a 44-19 record in six seasons with the Eagles.
He also led Central Washington to a 10-3 record and the NCAA Division II quarterfinals in 2007.
Andersen is expected to take over at Wisconsin after guiding Utah State to an 11-2 record and its first bowl victory in 19 years, 41-15 over Toledo in the Famous Idaho Potato Bowl last Saturday.
