Terms were not disclosed.
Touray, 18, played for Wallidan FC of the Gambian first division from 2005-08, leading it to the 2008 Gambian title as the club's top scorer with nine goals.
In a corresponding move, the Red Bulls moved midfielder Sinisa Ubiparipovic to the senior roster.
