Victorino also scored twice, while Jim Thome finished 3-for-5 with an RBI and two runs scored and Mike Fontenot added a two-run blast for the Phillies, who put the brakes on a season-high six-game losing streak.
Joe Blanton (5-6) surrendered five runs on seven hits and a walk while striking out seven over 6 2/3 innings to earn the win and Jonathan Papelbon fired a scoreless ninth to record his 16th save of the season.
"The way things have been going for me right now, I don't even think about [run support]," admitted Blanton. "I'm just trying to survive out there with the way it's going mechanically and everything."
Jake Arrieta (2-8) was shelled for nine runs on 11 hits over four frames to absorb the loss. Chris Davis and J.J. Hardy both went deep, but the Orioles dropped their second straight.
"I'm just kind of lost right now," admitted Arrieta, who extended his losing streak to a career-long six games.
Philadelphia scored a run in the first on Victorino's two-out single before blowing the game open with a six-run second inning.
Fontenot's first home run as a Phillie plated John Mayberry, who reach on a fielder's choice, to give the visitors a 3-0 lead.
Juan Pierre followed two batters later with a triple to the gap in left-center field before Hunter Pence was hit by a pitch. Thome's ground-rule double made it a four-run game before Victorino ripped a double to right that deflected off Mark Reynolds at first as the Phillies grabbed a 6-0 lead.
Carlos Ruiz then chased Victorino home with a ground ball into center to cap the six-run inning.
Matt Wieters scorched a leadoff double in the bottom half and came around to score on Davis' looping single into center to get the O's on the board. Blanton then fanned a pair around a walk to Reynolds before serving up a two- run double to Robert Andino as the O's pulled within 7-3.
Thome kept the fourth inning alive with a two-out double to left and Victorino followed with a two-run blast to restore the Phillies' six-run lead.
Baltimore got one back in the bottom of the fourth on Davis' leadoff shot to center before Hardy added a two-out, two-run blast in the seventh to account for the final margin.
