Carlos Gomez had two hits and a pair of RBI and Corey Hart drove in one and scored a run for the Brewers, who have won four of their last five.
"Pitching, that's how you win games," Ramirez said. "When you pitch, you're going to win a lot of ball games."
Mike Fiers (9-7) allowed one run on five hits with three walks and struck out five over five innings to pick up his third win in four starts.
John Axford stranded a runner in the ninth to earn his 27th save of the year.
Adron Chambers, Skip Schumaker and Daniel Descalso each drove in a run for the Cardinals, losers in three straight.
Jake Westbrook (13-11) gave up three runs on seven hits and walked four over five frames.
"Just erratic in my mechanics," Westbrook said of his struggles. "I wasn't doing a very good job of controlling counts.
Milwaukee took a 2-0 lead in the second inning. Ramirez scored on Gomez's sacrifice bunt to the pitcher, and Fiers helped his own cause with an RBI single to center to score Jonathan Lucroy.
St. Louis got a run in the home half when David Freese scored on Descalso's base hit to right field.
Milwaukee came right back with a run in the third as Ryan Braun scored on Schumaker's fielding error. Braun reached on a base hit and moved to third on Ramirez's single.
Weeks' homer in the seventh made in 4-1 in favor of the visitors.
But the Cardinals answered back in the home half, before pushing one across in the eighth to make it 4-3.
In the seventh, pinch hitter Bryan Anderson singled then scored on Chambers' triple to right field.
Yadier Molina walked then moved to third on Pete Kozma's double before coming home on Schumaker's sacrifice fly in the eighth.
The Brewers plated two more in the ninth to account for the decisive advantage.
Ramirez clobbered a solo homer with one out and Hart scored on Gomez's single to right field.
