Martell Webster added 20 points and Trevor Ariza finished with 14 points off the bench for the Wizards, who got double-doubles from both Nene and Trevor Booker.
Nene had 13 points and 13 rebounds and Booker finished with 13 points and 12 boards in the triumph.
Monta Ellis scored a game-high 26 points and dished out eight assists and Ersan Ilyasova scored 21 points and pulled down 12 rebounds for the Bucks, who have dropped two straight after winning six of seven.
Larry Sanders scored 17 points and pulled down 11 rebounds and J.J. Redick added 16 points off the bench in the setback.
Washington led 30-21 after the first quarter. Webster led the way with 13 points on 3-of-4 shooting from 3-point range. The Wizards went 4-for-5 from downtown over the first 12 minutes.
The lead grew as large as 19 in the second, and Washington led 60-44 at the break.
The Bucks held the Wizards to just 15 points in the third to take a 78-75 lead entering the final quarter. Washington pushed its lead to 66-46 early in the frame, but the Bucks used a 28-6 run to take a 74-72 lead with 1 1/2 minutes left.
"Coach really got on us, he was screaming at us, like a father would to his children," Webster said. "The message we took was we have to play better. We can't keep doing this to ourselves. We put our foot down right there. That's when we decided to get back in the game."
Ilyasova did most of the damage on the run, pouring in 12 points on 5-of-6 shooting, while Ellis and Sanders finished with seven points apiece over that stretch.
Washington took over early in the fourth and led 93-86 by the midway point of the quarter. It would be as close as the Bucks would get the rest of the way.
"I thought when we made that run in the second half we had them," Jennings said. "Usually teams like that, they kind of die down, but they kept pushing."
Game Notes
The Wizards scored 24 points off 15 Milwaukee turnovers ... Washington dominated the Bucks inside, outscoring them 58-42 in the paint ... Booker set season highs in both points and rebounds ... Brandon Jennings had eight points and 10 assists in the setback.
