Rudy Gay added 24 points, 10 rebounds and four steals and Isaiah Thomas finished with 23 points and five assists for the Kings, who have won two straight after dropping seven in a row.
"I think we kept our composure, were very poised down the stretch, and came out with a good home victory," Cousins said.
Kyle Lowry had 21 points, seven rebounds and eight assists, DeMar DeRozan poured in 18 points and Jonas Valanciunas added 12 points and 11 rebounds for the Raptors, losers in two of their last three games.
"I didn't think our disposition at the beginning of the game was in fighting mode or hungry mode. We haven't done anything, I'll keep repeating this, we haven't done anything in this league yet," Raptors head coach Dwane Casey said.
The Kings led 96-74 with 9:38 left, but the Raptors went on a 19-2 run to pull within 98-93 with 3:16 remaining. Steve Novak scored 11 points on the run after going 3-for-4 from 3-point range.
Sacramento scored four straight to make it 102-93, and the Raptors never got closer than five the rest of the way.
With just over 28 seconds left, Lowry was whistled for a controversial offensive foul while shooting a 3-pointer. It was ruled that Lowry kicked his legs out at a defender on the way down. He was then ejected for receiving his second technical for arguing the call.
Sacramento led 30-23 after 12 minutes and took a 67-52 lead into the break. The Kings 92-72
