The 24-year-old was drafted in 2006 by the New York Mets and has subsequently spent time with the Milwaukee and Oakland organizations.
He was waived by the Athletics and picked up by Baltimore on April 4.
In 20 career big-league outings with the Brewers and Mets -- including one start -- he's allowed 21 hits and 11 runs in 22 1/3 innings.
Stinson has never faced the Blue Jays.
He's opposed by righty Brandon Morrow, who makes his fifth try at a first 2013 win.
The former Seattle closer, who won 10 times in 21 starts for the Blue Jays last season, has picked up two losses and two no-decisions in four outings in April.
He was touched for nine hits and seven runs in 5 1/3 innings of a 9-4 loss to the New York Yankees in his last start on April 19.
In 16 career meetings with Baltimore, Morrow is 3-3.
On Tuesday, Manny Machado's two-run single in the second proved to be the difference as the Orioles took a 4-3 win.
Matt Wieters and Nolan Reimold each drove in a run to back a six-inning performance from Miguel Gonzalez (2-1), who gave up three runs on five hits to get the win for the Orioles, who have won five of six.
Edwin Encarnacion's three-run home run accounted for all the runs for the Blue Jays, who have lost six of their last eight games. R.A. Dickey (2-3) was dealt the loss after giving up four runs on six hits with five walks over six innings.
"We had some chances late but just couldn't get that big hit," said Toronto manager John Gibbons said. "Dickey battled all night long. You wish you could take away that one inning, but you can't in this business."
Toronto lost 11 of the 18 meetings with Baltimore last season.
