Jesse Chavez (4-6) picked up the win despite allowing five runs on eight hits over five innings.
Rougned Odor hit a two-run homer while Elvis Andrus was 3-for-5 with a pair of RBI and a run scored for the Rangers, who have dropped their past three games.
Chi Chi Gonzalez (2-2) had the worst outing of his young career as he gave up six runs on eight hits over 5 2/3 innings. His first four starts he had given up just three runs over 30 innings.
Andrus scored on a passed ball in the second to give the Rangers a 1-0 lead, but Oakland got the run back in the third on Eric Sogard's RBI single.
Phegley hit his solo homer in the fifth to give the A's a 2-1 lead, but the Rangers answered in the home half.
Robinson Chirinos led off with a single and Odor followed with his second homer of the season. With runners on second and third, Adrian Beltre launched a sac fly to center and Andrus later singled for a 5-2 lead.
Oakland, though, was able to take the lead back in the sixth. With two men on, Ike Davis doubled home a run and Phegley brought in two more with a double to center. Semien then doubled home another run for a 6-5 advantage.
The A's added to their advantage in the seventh as Sogard led off with a walk and Zobrist hit his fifth homer of the season to take an 8-5 lead.
Texas got a run back on Andrus' RBI double in the seventh, but left a pair of men on base in the eighth after Drew Pomeranz struck out Joey Gallo and got Prince Fielder to ground out and end the inning.
"We are going to go through highs and lows," Beltre said. "It's just a matter of how to score more runs than the other team."
Pomeranz stayed on for the ninth and let up a leadoff single to Beltre, but then got Mitch Moreland to hit into a double play and struck out Andrus to end the game and pick up the first save of his career.
"We were prepared to go out there and pick up Chavez," Pomeranz said of Oakland's bullpen effort.
Game Notes
Beltre was activated off the 15-day disabled list prior to the game. He was out since the beginning of June with a sprained left thumb ... Texas stranded nine men as the team went just 3-for-11 with runners in scoring position.
